The date on the cover says November 1979 and it passes for late '70s underground minicomix but I'm 95% sure it was published around '96. The title logo was printed in an August 1996 issue of White Buffalo Gazette (#I'm a Daydreamer, Max. Traffic's last issue in his original run) with no context.
